Consider looking at

According to the rules, the design should be sfw to permit entry and that's where things started to get confusing. Here is the reason, Your design is "safe" but your somewhat nude drawing is "unsafe". I believe the confusion lies within differentiating "design" and "drawing" which eventually led to the decision of removing your design from the competition. This means it's entirely their fault for not making the rules clear.
Another possible reason, is that your drawing will gain a major advantage due to it attracting attention unrelated to the design and more towards the nudity. Think of it this way, the other submissions doesn't contain close-to-nude drawings(Although it contains designs that should never be there.) and you have a drawing of a close-to-nude loli. That drawing will get a lot of attention and most definitely meme votes thus there will be biasness factored into the competition. Therefore it's removed.
Summarizing it:
1) Misunderstanding between the terms design and drawing.
2) Unfair advantage due to close-to-nudity drawing.
I might say these but these are just theories. Also removing your design after the voting started is a jerk move.
