These same people have been kicked out of /jp/ since and now cause problems for boards like /qa/. If nothing else, a 2D/Random board would serve as a containment board to clean up /qa/. People moved their off-topic posting from /a/ to /jp/ when they finally got a place to post it; as long as there's no home for our topics they will continue to get posted in places like /qa/ even if moderators try to take action, because it's not like we have a choice either. Give us a place to post and we'll move.
