I think it's pretty new.
It's a bit problematic in /qa/, where threads may last for weeks at a time.
This is why we should welcome purges.

Obviously it hits the 'legit' users far more than people than do this, and that's the problem.
We might need to make "need a thread made?" thread for thread-capped people so they can keep producing the threads they want

All this does is make any spammer use 66% more IPs, which in the grand scheme of things means nothing to a spammer. I doubt it will actually affect the number of threads a spammer can make in a given time.

Nah, it's not related to spam like that at all. You need 80+ IPs making threads within a couple minutes to do that bee spam stuff. Anyone waiting 30 minutes to create a 4th thread is pushing the definition of spamming.
If this change is specifically directed at /qa/ and it's not related to 4channel or whatever then it's another lazy, poorly thought-out attempt to neuter the board. It means people that behave and stick to unofficial rules are punished while everyone else is emboldened with increased influence
