Therefore my headcanon is that inner city rats have died off from eating fluffies, who have since filled their ecological niche.
I really don't buy the idea of fluffies being an ecological disaster by any means though. At most they are a nuisance because unlike rats they don't remain out of sight. Their begging can be annoying and their bodies cause litter, but while the fluffy problem would be entirely solvable it's also too minor for cities to put serious money into it.
