Anon made her promise to live her own life and to not wait for him (or at least she'd partly interpreted it that way, going by her dialogue in the scenes when he returns), because he didn't want her to possibly waste away waiting for him to come back only for him to die overseas, but she wanted to wait for him. When she made him promise to come back he kind of flubbed it by agreeing, as it left her unable to contact him without breaking her promise, but at the same time she didn't want to push herself to meet anyone else because she only wanted him.
It wasn't that they couldn't contact each other, it was that he didn't want to tempt her when he might not come back, and she didn't want to outright break her promise to him even though she'd never really intended to move on. As a result she never reached out to anyone else OR him and just languished instead, and he didn't reach back out to her until he was physically there and not in danger of dying
Or maybe I'm reaching too far and that's just my bullshit interpretation of it, I dunno
