I get your point, that sometimes the level of effort in a certain piece is pathetic but you'll be hard pressed to define "good art" in any sort of objective terms. While you can "such and such a content belongs in this thread", asking people for a subjective level of quality is doomed to fail. Also, there aren't any rules limiting the image quality in a thread, so it really boils down to an unwritten etiquette, which is even more doomed to fail on 4chan.
Again, to tie it back into the bitch thread OP created, he's complaining about "shitty kindergarten-tier scribblings". So I guess anything above that would be refreshing to him?
