He's on a professional level. Lost Cities (which has no characters to speak of) shows that he's a great author when he doesn't fuck the world/characters up.
But something like Twilight Sparkle of the Royal Guard would perhaps be a better example. Great adventure story, nice prose and characters stay in character all fic. Unless the fact that this is an AU where essentially all that's changed is Twi and Shiny swapping places is also bad for you. Yes, that means mare-on-mare shipping.
As for shorter stuff, The Best Night Ever, Reading Rainbow, and A Nice Game of Chess are really good. The first is the best groundhog day fic (that killed the genre since you can't really top it), the second has great show-style framing with with a long but extremely nice pony poem, and the last is just a very pleasant show-style story.
In general, fics like the ones above are pretty rare. Unfortunately, it's a lot more common that an author will do some things really well, while fucking up somewhere else.
