Take it down to 100-200KB for high traffic boards, or limit users to one large (>500KB) upload per hour, except on specialised boards.
The 4MB filesize is too generous. People are uploading 3.4MB png files when a 100KB jpeg would have done the same job easily. It's absurd. It actually slows down browsing quite a bit if you're on a slow connection.
You could also try turning off javascript image expansions in threads. Make people open the image in a new tab on certain boards. That might help reduce things.
I don't know if the webms are hurting or helping? They're more efficient that GIFs, but are people just ramping up the usage with the newer animation format? Does every board really _need_ webms?
What's actually using up all the bandwidth? Which boards, which file types?

Not sure really. I note you don't have an official 4chan smartphone app.You could look into something like that, maybe get better ad-rates on mobile.
Also, look, if Google AREN'T paying you for the Captcha stuff, you should consider asking them for money. You are probably their single biggest external marketing data engine and people here are literally training 90% of their artificial AI programs. Try to flag some kind of partnership deal, and I think they'll bite. They can't afford to lose this place. You don't be rude about it, but it's a possible income source if it isn't already.
