Stealth coating (but not stygium just to keep the playing field interesting), longer-ranged guided ordnance, and greater use of data links give the NR the edge in pure carrier duels. XWA already had Rebel pilots engaging targets multiple hyperspace jumps away, so maybe the NR's carrier doctrine goes hard on that. Advances in fuel efficiency, missile/torp warhead yield, and navicom tech allow NR CVWs to strike from even further than their Rebel predecessors. Maybe the NR will even be the first to break the galactic ECM meta and develop the first successful BVR missile/torpedo. This all comes at the cost of a high unit price for each starfighter.
With this focus on carrier doctrine, NR fleet composition changes to more closely resemble modern CBGs and fleet doctrine focuses on carriers playing keep-away and sniping at enemy ships, rather than duking it out in close-range gun duels. Of course, this might come at the cost of reduced capability for surface bombardment and heavy turbolaser quantity.
