The worst thing a game can do is make NPCs have the same mechanical build as PCs. The Buffy RPG got everything down to three numbers, AW characters have maybe 1 or 2 as required, etc. I don't have time to write up a stack of NPCs that can do specifically what I need them to do, nor do I want to carry around a couple of Monster Manuals, and I definitely want to be able to throw in characters as the game needs without having to bullshit up some numbers and hope it's consistent.
That's a tangent, but basically the PCs have rules that say what they can do, and the NPCs exist to do whatever the story needs them to do, and I don't give a fuck if they use too many spells per day as based off their INT as long as it's consistent.
