It's an established fact of D&D settings that goblinoids are a highly mutable superspecies with massive physical differences between the individual subspecies. Compare goblins, hobgoblins and bugbears: the height, muscularity, agility, physical build etc. of each changes enormously.
THEREFORE is it not possible that a fourth type of goblinoid, the "shortstack" goblinoid, could have been developed or evolved to exploit a specific advantageous niche? The extensive and extreme physiological changes of goblinoids qua goblinoids would definitely allow such a creature (short height, huge breasts, ass thighs) to exist and it would probably be a lot more accepted in 'civilized' society than the usual type of goblinoid.
tl;dr - shortstack goblins make a lot of sense and fit perfectly in D&D's taxonomy, you should include them in your games
