Early primates had males attracted to big puffy butt features, later hominids walked upright and were better equipped for face to face sex (psychologically great for pair bonding), later hominid females developed similar secondary sex characteristics in a new location.
Lizards have secondary sex characteristics for the purpose of display, but are not likely to have made a similar transition (tails and all) and are often more common to males (brightly colored throat pouches and shit).

People say that a pig is as smart as a three year old like you're supposed to be impressed, but the truth is that our three year olds are dumber than pigs and pigs are pretty much born already knowing what they need to know in order to be pigs.
Soft eggs, external development, and potentially less ridiculously narrow pelvic openings could easily open the door for lizard people basically born smart enough to walk and hunt at least. Lactation is an unlikely strategy.
