This shit requires the creation of a whole new bureaucratic department (like we don't have enough of those money-sinks already) to handle Real ID authentication, which is the real purpose of all this shit so they can slowly expand it to cover everything, this site and other anonymous imageboards included, so they can "combat terrorism" (read: blackmail people, both foreign and domestic, that are useful to their plans and persecute dissidents that aren't).
Enforcing internet device prohibition would largely be offloaded to the schools who are already supposed to be monitoring the kids (and would likely give them the kick in the pants they need to actually start doing that job, too, if we include teachers on the list of potential adults to fine for violations) and the cops always appreciate new ways they can fleece the citizens for money. But nah, that's not gonna be useful to the powers that be, so nobody will discuss it as an option.
