I still think you have too many backgrounds and they're too swingy with what they allow and block. I'd suggest dropping down to 4-5 and making a lot of the background skills and items things you buy separately. For goodness's sake, you only have 1 skill more than you have backgrounds!
I really dislike the idea of having multi-leveled skills. It makes things really wordy, and has really weird effects with discounts and freebies. I think the only Jump that's done anything similar is JoJo's different Hamon and Vampire powers, and they had specific names not just "with your third purchase, you get..."
Having Bandit Lord's minions be items is a REALLY bad idea. You should not be able to have a army follow you to other jumps.
I also suggest you give more information than just "blue" and "legendary" items. Give examples or specific items. Just saying "a blue item" doesn't tell people who haven't played the games anything, and it requires wiki work for even people who have.
Given that you're there for 10 years, if you start in Borderlands 1 time you'll be there for Borderlands 2. No need to specify different timelines, except MAYBE for starting locations.
Corporate Transplant is useless. It gets no discounts and nothing unique at all.
Skill Tree is a huge skill as-is, and it needs a lot more explanation. What the hell does "enhance range combat" mean? Again, remember that not everyone's played the games.
Bad Ass is, I feel, a poor idea unless rewritten. getting 4x your strength is nuts, especially since it's not additive like most perks; thickening armor with a skill is weird, and some people would like to choose otherwise. Also, it makes your average person 11' tall for the rest of their life, 22' with two purchases. That's nuts.
I question the need for 3 different perks relating to finding loot.
