I wouldn't say the current book made them weaker. On the contrary, it made them stronger. The problem is that before that, they were barely an army by themselves, they were an addition to the Chaos army as a whole. And it just doesn't feel like they really developed it into an separate army yet. It also doesn't help that they were supposed to be the monstrous version of the Chaos army, and they didn't deliver. When you look at it, not taking into account points or rules or anything, what they got was: mutated boar, okay, cool, that fits; another chariot with said boar, okay, not that great but whatever; harpies, weird since they are mountain creatures, not forest, so they should more be in Warriors, but whatever; the crazy Chaos monster, that's what we needed, more like that; a Cyclops, alright... that's cool I guess, goes with the Giant we already have; and a giant Minotaur, really? I think the army needs some more out-there stuff.
