I head a lot of criticism about the roleplaying being too significant and not enough combat... but really? Because honestly, if your players are not entertained what is the point?

How would you do a "Native Americans were left alone" kind of culture/civilization? I'm thinking early 1800s and instead of the Americas being colonized, contact with the natives was kept to regular trade and maybe small wars (basically treated like any European nation). Also no plagues.
