I watched this video recently where a streamer accidentally showed their IP address and someone figured out there home address with it. How is this possible? I always thought an IP could only give you what city someone was in and any more details would require a legal notice to your ISP.

the everyday person can't use the ip address and directly search for a physical address, the closest you can get is the nearest ISP junction box without access to the customer database of the ISP.
you can however use secondary sources to draw a connection, such as leaked databases and registration/user information of users that have used that IP address.
you could also look through the neighborhood and search for known information like a house across a street, or a certain cluster of trees, etc. keeping in mind that the junction box may be very far away.
