When Apple did it without telling the user, resulting in people being advised to buy a new phone when they went to Apple Stores because their performance tanked, that was a bad thing.
Also, newer devices receiving throttling ahead of older devices is also pretty hilarious.
But the bigger problem is that Apple is pushing batteries to their limits from the start, which is why they don't last very long and throttling becomes necessary after a year.
