Lots of packages are removed bc they aren't updated every nanosecond, maintainers claim that packages are "thoroughly" tested, >5 years hardware considered outdated and is not supported, older package versions aren't preserved, rapid updates of EAPI, etc.
At the same time there is a lack of maintainers and newer software versions take ages to get into ::gentoo, for instance Qt6. Not to mention many popular projects aren't presented in gentoo at all - Arch has much more packages than Gentoo.
The devs have time to fiddle with EAPI, but portage is still slow as fuck.
Fuck this shit.
