How to check CPU voltage offset? (Intel Haslel)

Why?
> used Intel Extreme Tuning Utility to lower the core voltage offset
> can hear from fans that the offset is working
> stumble on forum posts saying that sleep/wake resets this and you have to re-apply

But how do I check?
If I open IETU, the voltage is OK.
If I use "ThrottleStop", the voltage is OK.
(Throttlestop can also set the offset, but it does not have a tray-only option, only minimized. Annoying as hell.)

What's the point with wireless keyboards and mice? You're not exactly running around with them.
