Pantsu.cat have in past promised to preserve all files in Internet Archive on shutdown. nekunekus has himself also said the decision to encrypt is on the user, not the file host maintainer.
There are command line tools already that can upload such as Pomfit. Some tools also support encryption.

For the past three months, I've considered running a Pomf clone myself but I refuse to be the responsible sysadmin for PHP and MySQL. They are pain in the ass. I'll be more than glad to sponsor a new serious Pomf clone with both server hosting and development resources.
