I personally think that this could be quite an effective, secure and stable system. We have part of the infrastructure needed to use something like it in place with all the people with smartphones and such. And I am quite sure that it would be much cheaper for the government to give every citizen a small electronic device for such transactions than producing loads of paper money and supporting a huge bureaucracy for the purpose of maintaining the value of the said currency.
