Patlabor was actually made to cash in on the OVA boom, the OVA was the first thing conceived (although the manga beat it to release) and was meant to be vaguely gimmicky by being a new IP with a lower price-point than most anime OVAs from the time. Patlabor itself was the lead product, not the merch, that came later.
Eva is also not strictly a toy commercial though, all the toy-producing sponsors (IIRC barring Sega who got some plastic rights) turned it down at first because the Eva units looked gangly and like they'd make poor toys and be unlikable as heroic toys.

They had access to the strongest computer network of all time, that's how they got it to destroy it in the first place however instead of putting in the explode in fire which thankfully didn't destroy the world with massive earth quakes because YGG was everywhere they could have just told it to stop and maybe reformatted it which would have likely caused some engine failure, either way it would have solved just as much as blowing it the fuck up.
