Discord didn't really want a reformation to begin with, Celestia was the one who told Fluttershy to make the first move because she 'had plans'. Chrysalis and the changelings were blasting off again. Sombra got blown up by the kingdom he enslaved, cause he was about to enslave them all again. Sunset's defeat was basically the same as Luna's nearly beat for beat. Tirek got blasted back to Tartarus after Discord betrayed everyone, and Discord only helps make that possible after getting betrayed himself. Starlight rejected forgiveness at first, and was offered when she was about to succeed by tearing up the time traveling scroll.
After Starlight's redemption, the show really went into a redemption overdrive. In Season 6 Thorax was introduced to show that 'not all changelings' were bad. After having Spike go out of his way to defend a changeling, they had Starlight and Thorax redeem the entire changeling race, sans Chrysalis. Starlight tried to reach out to her, but it didn't pan out Afterwards, Season 7 had series enigma Starswirl borught onto the show as an actual character. The season had a built up to to the emergence of Starswirl and his fellow Pillars of Equestira by having their origins told as legends throughout the season. The Pony of Shadows was brought in as a parasite infecting Stygian, an old friend of the Pillars who betrayed them. When the series usual method of banishing enemies was brought up as a way to stop Stygian, it was Starlight alone who brought up trying to redeem Stygian, ultimately succeeding. The Movie happens right after this, and though Starlight only gets a cameo, Twilight does go out of her way to get movie antagonist Tempest Shadow to change her ways. Then because of the movie's events, Twilight wants to build a school, and we get Season 8, which leads to Cozy Glow.
Cozy got sent straight to Tartorus with Tirek, do not pass Go. At this Chrysalis was going insane and talking to inanimate objects with changelings drawn on them, and Discord deliberatly whisks them all together to be fodder for Twilight. Sombra was brought back to life, but when he doesn't want to cooperate, his death is used as an example to keep the other three in line. It's not like the redemption craze fully stopped at this point; they not only made Daring Do real in Season 9, but it turns out her enemies had heroic motivations all along, so they and Daring can all become friends!
Chrysalis is at an absolute low point. She doesn't trust Tirek to take her magic for himself, but consents to Cozy's crazy plan anyways. And in a move that surprises both herself and Tirek, he doesn't betray that trust. It's enough for Chrysalis to realize 'oh shit, we're becoming friends', and put try to put a stop to it immediately.
