You're going to need to go full eco-futurism hippie to set up large scale inhabitation of Bir Tawil. The lack of water means atmospheric water generation which requires a ton of power, meaning you need to set up your buildings for maximum passive cooling and low-energy consumption and lots of land for solar and wind production. At the same time you're also going to want radiative condensation collectors on as many buildings as you can to supplement your large-scale collection capacity. Gambling and being a legal/banking convenience are your best economic moves, but you're not going to be able to look like Vegas without some kind of firm guarantees from either Egypt or Sudan to keep you supplied with water, food, and power. It also means you could do some really cool stuff with subterranean development like underground concourses, entertainment facilities, and transit.

My plan remains then, given that I was to pay off the Vyshkov and Dobordeevka residents and had no intent of housing the guys in the Republic itself.

However, adding dosimeters to the budget is pretty simple. One per squad, assuming 10 man squad. Carried by an assistant squad leader. Assume they're $200. $200 x 5 = $1000.

I'd say it'd check out to allot $40k total on individual equipment given the guidelines set.

1 Platoon, with 4 rifle squads and 1 multi-role support squad. This squad performs HQ functions for the most part, with an emphasis on intelligence and supply. This is where you'll find one of the two drones. The other drone will be provided on a case by case basis. Supply of ammo will be the responsibility of the rifle squads themselves, initially. Supply of rations and medical will be largely governed by HQ, though rifle squads will be encouraged to forage and engage with civilian populace for food.

But you arent sinking sloops or frigates, you're sinking fiberglass tubes, the amount of explosive you need, if any at all, is far far less and less likely to fuck you up as well.
Really, a long pointy stick by itself could probably do the job, or you just raise the spar and put a frag grenade on the deck outside of the water, instead of a big bomb.

If you had a submersible kyack with an electric engine and wanted to sap a ship in harbour you'd just use limpet mines below the water line, probably without a scuba rig, just a rebreather. You could try to rig some kind of internal magnetic torpedo tube but I doubt it would be reliable enough.

Well since 500BC the traditional method was just fishing neets and light buoys, I suppose today you'd use fairly sensetive digital surface beacons and drones.

Open water? Well again, how did your find the craft. Drag net, drag chain, your anchor chain, ram them, shoot them, probably with a kinetic penetrator or harpoon gun. Catapult and depth charges, drag charge. Destroying them was never the issue, it was finding a craft which has such a small sonar/radar footprint in open ocean.

You could fire a baker's rifle prone, though those weren't developed until after the revolutionary war and weren't deployed by the bongs to the Americas until 1812.
You cannot fire a kentucky long rifle from the prone due to the nazi style jager stock being really shitty from the prone because it was designed to be very ergonomic when shot offhand (they are also good kneeling) because they are hunting rifles and weren't designed for military use.
most guys wouldn't have been firing prone in the muzzle loader days because you can't reload prone, so you shoot standing or kneeling and the only other consideration for stock shape would be use with a bayonet.
Most lever action rifles were/are intended to be fired from the standing or kneeling at game animals and were developed during the height in popularity of the nazi style jager stock.
winchester 1895 muskets shot from the prone just fine, see the commies using them from the prone in WWI and marlin 336s and their clones probably shoot from the prone fine due to the modern style of their stocks since they were developed and introduced after WWII and are commonly used with optics anyway. savage 99s and BLRs and clones are probably fine as well.

I mentioned that Mexica campaigns didn't often do total warfare, but it is more discussed among late Classic Maya warfare. I say "more discussed" rather then "more common" because i'm not actually sure the evidence pans out for it being that much more common among the late Classic Maya, or it's just more widely mentioned for them: It's not as if they did it more often then they didn't (generally speaking they were still fighting to establish tax paying subjects or to install rulers rather then to wipe out cities), and it's not as if the Mexica never ever did it. There's also been a shift for a while showing that the presumed greater frequency and "brutality" of late Classic Maya warfare may have been the case earlier in the Classic period too, but I most often see that mentioned in relation to city walls or temporary palisades being something that's not as late-classic specific as we thought, I'm not sure if total warfare itself is established as being as frequent earlier or if the walls merely imply it

And on that note, walls and palisades seem to be more common in Classic Maya and I believe even Early Postclassic (maybe late too) Maya warfare then in Central Mexico, though I've also spoken to people who say that it wasn't as rare in Central mexico as often stated either.
