Personally if someone came up and wanted to talk I'd welcome it, like I have with socially awkward people at cons in the past. Anything that shows you're actually interested in what the person is wearing / cosplaying. If it's a character you recognize, you can ask a frequently debated question from that respective fandom, like Zoro vs Sanji who would win for One Piece cosplayers. Jerks will be jerks but nice people won't care too much.
That also applies to people working booths, asking about their art etc. Just be aware that you aren't blocking any other customers.
For non-cosplaying people in j-fashion like lolitas, you can ask questions about the brands that made their clothes, what the vibe is that they were going for with their outfit, etc. They also seem to like it when you call them "coords" or "coordinates" instead of "outfits."
