While it is indeniable that Rommel's greatest strength was leading from the front and leading a battle instead of devising a strategy, look at the African's theatre hellish conditions, logistics, dual command sturucture and the buffons in the Italian leadership; and then look at what he managed to do despite all that.
If Rommel had been a poor general, he wouldn't have lasted two months. He managed to be one hell of a thorn in the Allies' feet for over two years.
